Askerî Sosyoloji Perspektifinde Türk Modernleşmesi

Abstract

ÖZET: Bu çalışma, Osmanlı Devleti’nin kuruluş döneminden şekillenen erken askerî yapının günümüz Türkiye’sine uzanan süreçte modern askerî teşkilatlanmaya nasıl evrildiğini askerî modernite perspektifinden incelemektedir. Erken askerî yapı dönemlerinde ortaya çıkan savaşçı pratiklerden başlayarak, klasik Osmanlı ordusunun kurumsallaşma süreci, ıslahat ve modernleşme hamleleri, Cumhuriyet dönemi askerî yapılanması ve günümüz Türkiye’sindeki askerî dönüşüm, tarihsel süreklilik içinde ele alınmaktadır. Çalışma, askerî moderniteyi ordunun kurumsal yapısı, disiplin anlayışı ve askerîn kendisini konumlandırma biçimi üzerinden okumayı hedeflemektedir. Bu doğrultuda askerî modernite katmanlı bir süreç olarak ele alınmış ve bu yaklaşım çerçevesinde özgün bir analitik değerlendirme sunulmuştur. Araştırma, tarihsel-sosyolojik yöntem temelinde yürütülmüş, farklı dönemlerde askerî teşkilatlanmanın nasıl örgütlendiği, hangi kırılma noktalarından geçtiği ve hangi unsurların süreklilik gösterdiği analiz edilmiştir. Elde edilen bulgular askerî dönüşüm sürecinin kesintisiz bir ilerleme ya da mutlak bir kopuş olarak değil; dönemsel ihtiyaçlara göre yeniden şekillenen bir askerî modernite deneyimi olarak anlaşılması gerektiğini göstermektedir. Erken dönemlerde esnek ve yerel unsurlara dayalı askerî yapı, zamanla merkezîyetçi, disipline edilmiş ve rasyonel bir örgütlenmeye evrilmiş olup günümüzde ise askerî modernite teknoloji, kurumsal yeniden yapılanma ve sivil denetim eksenlerinde yeni bir boyut kazanmıştır. Bu çalışma Türkiye’de askerî moderniteyi uzun erimli ve bütüncül bir çerçevede ele alarak, askerî yapının tarihsel dönüşümünü sosyolojik bir bakışla açıklamayı ve askerî sosyoloji literatürüne özgün bir katkı sunmayı amaçlamaktadır.

ABSTRACT: This study examines how the early military structure that emerged during the foundation period of the Ottoman Empire evolved into modern military organization in present-day Turkey from the perspective of military modernity. Beginning with early warrior practices, it examines the institutionalization of the classical Ottoman army, reform and modernization efforts, the military organization of the Republican period, and contemporary military transformation within a framework of historical continuity. Military modernity is analyzed through the institutional structure of the army, the understanding of discipline, and the ways in which military personnel position themselves within the military structure, and is conceptualized as a multidimensional process. The research was conducted using a historical-sociological approach, focusing on military organization across different periods, its critical turning points, and elements of continuity. The findings indicate that military transformation should be understood neither as uninterrupted progress nor as absolute rupture, but as a process of military modernity reshaped according to the needs of different periods. The flexible and locally based military structure of the early periods gradually evolved into a centralized, disciplined, and rational organization, while contemporary military modernity has acquired new dimensions through technology, institutional restructuring, and civilian oversight. By examining military modernity in Turkey within a long-term and holistic framework, this study aims to explain the historical transformation of the military structure from a sociological perspective and contribute to military sociology literature.
