Abstract

ABSTRACT: This study examines and transcribes the reports contained in Raporlarım written by İsmail Hakkı Bey, who served in the provinces of Bitlis and Van during the Second Constitutional Period of the Ottoman Empire. Appointed as Acting Governor of Bitlis in 1910 and Governor of Van in 1911, İsmail Hakkı Bey submitted reports to the Ministry of Interior concerning the administrative, political, social, and economic conditions of the region. The reports address a wide range of issues, including the demographic structure of Eastern Anatolia, tribal relations, Kurdish-Armenian relations, education, transportation, agriculture, trade, security, and the functioning of provincial administration. İsmail Hakkı Bey criticized incompetence, corruption, bureaucratic inefficiency, and inadequate infrastructure in the provinces, while emphasizing roads, bridges, and educational investments as essential requirements for regional development. He also provided assessments of Russian and British activities in the region and developments along the Iranian border. In this study, the reports were transcribed from Ottoman Turkish into modern Turkish and analyzed. Thus, the administrative structure of the Ottoman provinces, center-periphery relations, modernization efforts, and developments on the eastern frontier during the Second Constitutional Period are examined from the perspective of a contemporary Ottoman statesman. The reports constitute important primary sources for understanding the challenges of late Ottoman provincial administration and the search for solutions to these problems.
