dc.description.abstractÖZET: Bu araştırmanın amacı, Bingöl ilinde Sosyal ve Ekonomik Destek (SED) ile Evde Bakım Yardımından yararlanan dezavantajlı hanelerin sosyal yardım deneyimlerini sosyolojik açıdan incelemektir. Araştırmada, toplumsal eşitsizliğin yerel ve hane düzeyinde nasıl deneyimlendiği; sosyal yardımların hane geçimi, bakım ilişkileri, toplumsal cinsiyet rolleri, güçlenme, iyi oluş, bağımlılık ve gelecek beklentileri içindeki yeri ele alınmıştır. Araştırma, yorumlayıcı nitel araştırma yaklaşımı çerçevesinde yürütülmüş ve veri toplama tekniği olarak yarı yapılandırılmış görüşme kullanılmıştır. Çalışma grubunu Bingöl ilinde yaşayan ve sosyal yardım hizmetlerinden yararlanan toplam 55 katılımcı oluşturmuştur. Katılımcıların 30’u SED’den, 25’i ise Evde Bakım Yardımından yararlanmaktadır.
T: This study aims to examine, from a sociological perspective, the social assistance experiences of disadvantaged households benefiting from Social and Economic Support (SED) and Home Care Allowance in Bingöl Province. The study focuses on how social inequality is experienced at the local and household levels and examines the role of social assistance in household subsistence, care relations, gender roles, empowerment, well-being, dependency, and future expectations. The study was conducted within the framework of an interpretive qualitative research approach, and semi-structured interviews were used as the data collection technique. The study group consisted of 55 participants living in Bingöl and benefiting from social assistance services. Of these participants, 30 received SED and 25 benefited from Home Care Allowance. The data obtained from the interviews were transferred to MAXQDA 2026.3.0 qualitative data analysis software and analyzed through qualitative content analysis. As a result of the analysis, the findings were organized under five main themes: structural inequality and socioeconomic vulnerability, gender and the care regime, the everyday economy of social assistance, experiences of empowerment and well-being, and perceptions of social assistance. The findings indicate that social assistance constitutes an important source of support for disadvantaged households in sustaining everyday life. SED and Home Care Allowance contribute to meeting expenses related to food, rent, utilities, education, health, and care, while partially alleviating the economic pressures experienced by households. However, since unemployment, irregular income, care burdens, housing problems, and spatial inequalities persist, these forms of support do not eliminate structural inequalities on their own. The concentration of care responsibilities largely on women restricts their participation in employment and limits their opportunities for economic independence. While social assistance provides economic and emotional security for some participants and contributes to partial empowerment, the persistence of structural constraints limits the extent of this empowerment. The need for continuity in social assistance emerges not as a matter of individual preference or habituation to assistance, but in relation to structural conditions such as poverty, unemployment, illness, and care responsibilities. In conclusion, social assistance plays an important role in helping disadvantaged households cope with the severe consequences of poverty; however, its capacity to transform the structural conditions that produce social inequality remains limited. Therefore, for social assistance to acquire a more transformative function, cash transfers should be integrated with employment opportunities, childcare and care services, educational support, psychosocial support, and locally responsive social policy measures.en_US
