H. 985/ M. 1577 Tarihli, 30 Numaralı Mühimme Defterinin Transkripsiyonu ve Değerlendirilmesi (s. 128-247)

Abstract

ÖZET: Osmanlı Devleti’nde de sistemli bir şekilde defter tutma usulü mevcuttu. Nitekim daha ilk dönemlerden beri defter tutulduğu ve bunların muhafaza edildiği anlaşılmaktadır. Divân-ı Hümâyun’da tutulan defterlerin en önemlilerinden biri “Mühimme Defterleri”dir. Divanda görüşülen ve devletin iç ve dış meselelerine ait siyasî, askerî, idarî ve iktisadî bakımdan önemli bulunan konular reisü’l-küttâb başkanlığındaki kâtibler heyeti tarafından bu defterlere kaydedilmiştir. Hazırlanan çalışma, H.985 (M.1577) tarihli 30 Numaralı Mühimme Defteri’nin 128 ile 247. sayfalarını içermektedir. Çalışma giriş ve iki bölümden oluşmaktadır. Giriş kısmında Divân-ı Hümâyun, Mühimme Defterleri ve III. Murad Dönemi hakkında genel bilgiler aktarılmıştır. Birinci bölümde defterin tanıtım ve değerlendirmesi, ikinci bölümde ise eski yazıdan latin harflerine çevrilen metnin transkripsiyonu, özetleri ve sonuç yer almaktadır. Günümüz Latin Alfabesine çevrilen her hükmün sol köşesine köşeli parantez ile [ ] defterdeki sayfa numarası belirtilmiş, altına ise hüküm numaraları yazılmıştır. 30 Numaralı Mühimme Defteri (s.128-247) ‘nin çalışmaya konu olan kısmında, eşkıyalık olayları başta olmak üzere bazı kalelerin inşa ve tamiri, imar faaliyetleri, dönemin başkenti konumundaki İstanbul’un et iaşesinin temini, vakıflar, sosyal durum ve iktisadî faaliyetler ile beraber bir dizi konuyu içermesi bakımından da zengin bir yelpazeye sahiptir.

ABSTRACT: In the Ottoman Empire, there was a systematic method of bookkeeping. As a matter of fact, it is understood that books have been kept and preserved since the earliest times. One of the most important of the notebooks kept in Divan-ı Hümâyun is the "Mühimme Notebooks". The matters that were discussed in the Divan and that were important in terms of politics, military, administrative and economic aspects of the internal and external issues of the state were recorded in these notebooks by the committee of clerks under the presidency of reisü'l-küttab. The prepared study includes pages 128 and 247 of Mühimme Notebook No. 30, dated H.985 (M.1577). The study consists of an introduction and two parts. In the introduction part, Divan-ı Hümâyun, Mühimme Notebooks and III. General information about the Murad Period is given. In the first part, there is the introduction and evaluation of the notebook, and in the second part, the transcription, summaries and conclusion of the text translated from the old text to the Latin letters. The page number in the book is indicated with square brackets [ ] on the left corner of each provision translated into today's Latin Alphabet, and the number of the provision is written below it. In the part of the Mühimme Book No. 30 (p.128-247), which is the subject of the study, the construction and repair of some castles, especially the banditry events, reconstruction activities, the supply of meat supply in Istanbul, which was the capital of the period, foundations, social situation and economic activities. It also has a rich spectrum in terms of including a number of subjects.
