Sivil Toplum Kuruluşlarının Yerel Yönetimlerin Kalkınmasındaki Rolü: Bingöl Tavz-Der Örneği

Abstract

ÖZET: Sivil Toplum Kuruluşlarının Yerel Yönetimlerin Kalkınmasındaki Rolü: Bingöl Tavz-Der Örneği adlı bu çalışmanın temel amacı, gönüllü birlikteliklerden meydana gelen sivil toplum kuruluşlarının kamu kuruluşu olarak nitelendirilebilecek yerel yönetim birimlerinin kalkınmasındaki rolünü Bingöl Tavz Kültür Sanat ve Kalkınma Derneği (Bingöl Tavz-Der) özelinde incelemektir. Çalışma, üç bölümden oluĢmaktadır. İlk bölüm yerel yönetimler başlığını taşırken, ikinci bölüm sivil toplum kuruluşları başlığını taşımaktadır. Üçüncü bölüm ise Bingöl Tavz Kültür Sanat ve Kalkınma Derneği başlığını taşımaktadır. İlk iki bölüm çalışmanın kuramsal bölümünü oluştururken, üçüncü bölüm çalışmanın uygulamalı bölümünü oluşturmaktadır. Çalışmada nitel yöntem kullanılmıştır. Nitel veri toplama tekniği olarak ise görüşme, gözlem ve belgelerden yararlanılmıştır. Çalışmada, bir takım araştırma sorusu belirlenmiş ve çalışma boyunca bu sorulara yanıt aranmıştır. Çalışma sonucunda varılan temel sonuç, sivil toplum kuruluşları, faaliyet gösterdikleri bölgelerde bulunan yerel yönetim birimlerinin kalkınmasında önemli roller üstlenebilmektedir. Bu alana ilişkin literatür incelendiğinde sınırlı sayıda çalışma ile karşılaşılmaktadır. Bu açıdan, bu çalışmanın literatüre önemli katkılar sunması beklenmektedir.

ABSTRACT: The Role of Civil Society Organizations in the Development of Local Governments: The main purpose of this study, which is called Bingöl Tavz-Der, is to examine the role of civil society organizations consisting of voluntary partnerships in the development of local government units which can be considered as public institutions. The study consists of three parts. The first part is headed by local governments, while the second section is under the title of civil society organizations. The third part is the Bingöl Tavz Culture Art and Development Association. The first two sections form the theoretical part of the study, while the third part is the practical part of the study. Qualitative method was used in the study. As qualitative data collection technique, interviews, observations and documents were used. In the study, a number of research questions were identified and these questions were sought throughout the study. As a result of the study, the main result is that civil society organizations can play important roles in the development of local government units in the regions where they operate. When the literature on this field is examined, a limited number of studies are encountered. In this respect, this study is expected to contribute significantly to the literature.
