Bitlis İlinin Sosyo-Ekonomik Durumunun SWOT Analizi

Abstract

ÖZET: Bir bölgenin kalkınma ve gelişme amaçları doğrultusunda bilinçli adımlar atabilmesi için o bölgedeki mevcut durumun ve sahip olunan potansiyellerin araştırılması gerekmektedir. Araştırmalar ile elde edilecek bilgilerin analizi sonucunda bilinçli kalkınma adımları atılabilecektir. Bitlis ilinin sosyoekonomik kalkınmışlık seviyesinin, Türkiye ortalamasının altında kalması birçok toplumsal ve ekonomik problemin ortaya çıkmasına neden olmaktadır. Bitlis ilinin sosyoekonomik yapısının mevcut durumunun analiz edilmesi ve sahip olunan potansiyellerinin belirlenmesi ile yatırım alanlarının tespiti ve kalkınmaya yönelik önerilere duyulan ihtiyaç bu tezin konusunu oluşturmaktadır. Bu çalışmanın amacı elde edilen veriler ışığında Bitlis ilinin sosyoekonomik yapısını ve gelişmişlik düzeyini incelemek ayrıca mevcut durumdaki ve ilerleyen zamanlarda karşılaşılabilecek tehditler ve zayıf yönleri minimum düzeylere indirecek, güçlü yönler ile fırsatları ise açığa çıkaracak öneriler sunmaktır. Çalışmanın bir diğer amacı ise Bitlis iline yapılacak yatırımlara ve ekonomi yönetimlerine ışık tutacak kılavuz niteliğinde bir eser oluşturmaktır. Çalışmanın amaçlarına göre ilk olarak bölgesel dengesizlik, bölgesel kalkınma ve bölgesel planlama gibi konular hakkında bilgiler verilmiş ve tarım, hayvancılık, sanayi, ticaret, nüfus, sağlık ile eğitim gibi hususlarda Bitlis, Türkiye ve TRB2 Bölgesi istatistikî verileri elde edilerek karşılaştırılmış ve analiz edilmiştir. Araştırmada metot olarak SWOT Analizi kullanılmıştır. Bitlis ilinde SWOT Analizi ile yapılan değerlendirmede sosyoekonomik açıdan 15 adet güçlü yön, 12 adet zayıf yön, 12 adet fırsat ve 11 adet tehdit belirlenmiştir. İlde yüksek canlı hayvan sayısına sahip olunması, patates, kuru fasulye ve ceviz gibi tarım ürünlerinin yüksek miktarlarda üretiminin yapılması ve ilin Ortadoğu pazarlarına yakın mesafede olması birçok yatırım alanı için avantaj sağlamaktadır. Terör sorunları, feodal yapı, ilin sürekli göç veren bölge olması ve erişilebilirliğin düşük olması durumları ise bölgenin sosyoekonomik kalkınmasını olumsuz etkileyen başlıca nedenler olarak belirlenmiştir. Çalışmada elde edilen bilgilere göre Bitlis ilinde dondurulmuş parmak patates tesisi, süt ve süt ürünleri üretim tesisi, kırmızı et ve et ürünleri üretim tesisi ile tarımsal ürünler ambalajlama ve paketleme tesisi gibi yatırımların yapılabileceği sonucuna varılmıştır.

ABSTRACT: In order for a region to take conscious steps in line with its development and development goals, it is necessary to investigate the status quoand the potentials in that region. As a result of the analysis of the findings to be obtained through research, conscious development steps then can be taken. The fact that the socioeconomic development level of Bitlis province is below the average of Turkey causes many social and economic problems. Needs of analysing the current situation of the socio-economic structure of the province of Bitlis and its potentials, identifying investment areas and suggestions for developmentconstitute the current research‟s subject. The aim of this study is to examine the socio-economic structure and development level of Bitlis in the light of the data obtained, and to offer suggestions that will minimize the current and future threats and weaknesses, and reveal the strengths and opportunities.Another aim of the study is to create a guide that will shed light on the investments to be made and the economic management in Bitlis. Based on the aims of the study, firstly, information on issues such as regional imbalance, regional development and regional planning was provided and issues such as agriculture, livestock, industry, trade, population, health and education of Bitlis province were compared and analysed using the statistical data obtained from Turkey and TRB2. SWOT Analysis was used as a method in the current research. After this analysis, 15 strengths, 12 weaknesses, 12 opportunities and 11 threats were determined in terms of socioeconomic status in Bitlis province. Having a high number of livestock, high production of agricultural products such as potatoes, dry beans and walnutsin the province as well as the province's proximity to the Middle East markets provide advantages for many investment areas.Terrorism problems, feudal structure, the province's being a region of constant migration and low accessibility were determined as to be the main reasons affecting the socio-economic development of the regionnegatively.According to the findings obtained in the current study, it was concluded that investments such as planting frozen French fries, production facility of milk and dairy products, red meat and meat products and enwrapment of agricultural products and facility of packaging can be made in Bitlis province.
