Sanayi İşletmelerinde KOSGEB Desteklerinin Değerlendirilmesi, Kullanılan Desteklerin İşletmelerin Finansal Performansları Üzerindeki Tesirinin Analizi: Bingöl İli Örneği

Abstract

ÖZET: Gelişmiş ve gelişmekte olan birçok ülkede işletmelerin yaklaşık yüzde 99‟u KOBİ‟lerden oluşmaktadır. Söz konusu işletmeler; toplam istihdam oranının yüzde 78‟ini, toplam katma değer oranının yüzde 55‟ini, toplam satış oranlarının yüzde 65,5‟ini, toplam yatırım oranlarının yüzde 50‟sini, toplam ihracat oranlarının yüzde 60,1‟ini, gerçekleştirmektedir. KOB‟lerin sayısal oranına bakıldığı zaman ülkeler ekonomisinin bel kemiği gibi görülmektedir. Fakat, istihdam payına, ihracat seviyesine, katma değer oluşturmasına ve yatırımlar içindeki paylarına bakıldığı zaman düşük seviyede olduğu görülmektedir. KOBİ‟lerin geliĢtirilmelerine ve desteklenmelerine yönelik uygulamalara ihtiyaç duyulduğunu göstermektedir. Küçük ve Orta Ölçekli işletmeleri Geliştirme ve Destekleme İdaresi Başkanlığı (KOSGEB) destekleri, diğer kurum ve kuruluşlara oranla, kanuni dayanak avantajları, bütçe yapısı, hedef kitlesi ve konularına göre desteklerinin geniş bir alanda uygulanması açısından KOBİ‟ler için büyük avantajlar içermektedir. Bu araştırmanın temel amacı Sanayi işletmelerinin KOSGEB Desteklerini Etkisinin Değerlendirilmesi, Kullanılan Desteklerin işletmelerin Finansal Performansları Üzerindeki Tesirinin Analizi: Bingöl ili Örneği konusudur. Bu çalışmanın Bingöl ilinde imalat yapan üretim işletmelerinin kullandıkları makine teçhizat desteği üzerine 2015-2019 yılları arasındaki mali verilerine göre araştırma yapılmış, 2020 yılı verileri de ilave edilmiştir. Araştırmalarımızda ele aldığımız KOBĠ‟lerden desteklerden yararlanan mobilya üretimi yapan işletmelerin, gelişimine nasıl bir katkı sağladığı görülmeye çalışılmıştır. Bu çalışmada etkinlik analizi için parametrik olmayan yöntemlerden biri olan veri zarflama analiz (VZA) tekniğine göre etkinlikler ölçülerek amaç gerçekleştirilmiştir. Sonuç itibariyle bu desteklerin işletmelerin finansal durumlarını olumlu etkilediği sonucuna varılmıştır.

ABSTRACT: In many developed and developing countries, approximately 99%of enterprises are small and medium-sized enterprises. They account for 78 percent of total employment, 55 percent of total value added, 65. 5 percent of total sales, 50 percent of total investment and 60. 1 percent of total export. When the numerical ratio of Small Medium Sized Enterprises (SMEs) is examined, it is seen as the backbone of the countries economy. However, when the employment share, export level, added value creation and shares in investments are considered, it is seen that it is at a low level. Small and Medium Enterprises Development Organization (KOSGEB) is the leading institution that offers these alternatives. KOSGEB supports have great advantages for SMEs in terms of their legal basis advantages, budget structure, target group and wide range of applications compared to other institutions and organizations. The main purpose of this research is Evaluation of the Effect of KOSGEB Supports of Industrial Enterprises, Analysis of the Effect of the Supports Used on the Financial Performance of the Enterprises: The Case of Bingöl Province. In this study, a research was conducted on the Machinery Equipment support used by the production enterprises manufacturing in the province of Bingöl, according to the financial data between the years 2015-2019, and the data for 2020 were added. It has been tried to see how it contributes to the development of furniture manufacturing businesses that benefit from the support of SMEs we have discussed in our research. In this study, the aim was achieved by measuring the activities according to the data envelopment analysis (DEA) technique, which is one of the non-parametric methods for efficiency analysis. As a result, it has been concluded that these supports have a positive effect on the financial status of the enterprises.
