Aynı zamanda Arapça, Kur’ân’ın dili olması hasebiyle ayrı bir öneme sahiptir. Bununla birlikte Kur’ân-ı Kerîm’de ifade edilen ilahi buyruklar, Arap dilinin anlam ve mana zenginliği sayesinde en mükemmel şekliyle bütün insanlara hitap edebilmiştir. Bu sebeple Kur’ân-ı Kerîm’in anlaşılmasında belâgat ilmine vakıf olmadan yapılan anlamlandırmalar problem arz etmekte ve yavan kalmaktadır. İlahî kelam olan Kur’ân’ın son derece etkileyici üslubu muhataplar üzerinde derin etkiler bırakırken; belâği inceliklere dikkat edilerek yapılan yorumlar manayı daha da zenginleştirmektedir. Bundan dolayı Tevbe sûresinin ayetleri edebî tahlile tabi tutulmuştur. Bu çalışmada, Tevbe sûresinin lugat ile ilgili bilgileri Arap dilinin temel kaynaklarından derlenerek sûrenin ifade ettiği anlam ve mana zenginliği tespit edilmeye gayret edilmiştir. Tevbe sûresi, belâgat örneklerini barındırması açısından da zengin bir sûredir. Beyân ve bedî‘ sanatından pek çok örnek de sûrede mevcuttur. Bu sûrede en fazla kullanılan edebî sanatlar; Teşbih, mecâz, istiâre, kinâye, secî, tıbâk, cinâs ve telmîhtir. Bununla birlikte tahliller sonucu elde edilen bilgiler, Tevbe sûresinin daha iyi anlaşılmasını sağlamıştır.; ABSTRACT: Arabic is one of the most common languages today. At the same time, Arabic has a special importance because it is the language of the Qur’an. Also, the divine commands expressed in The Glorious Qur’an. Thanks to richness of meaning of Arabic language, it has been able to appeal to all people in its most perfect form. For this reason, In the understanding of the Glorious Qur'an, without the knowledge of rhetoric, interpretations pose problems and remain insipid. The extremely impressive style of the Glorious Qur'an, which is the divine word, is on the addressees while leaving deep impressions; comments made by paying attention to rhetorical subtleties further enriches the meaning. For this reason, the verses of the chapter of at-Tawba are subjected to literary analysis. In this study, the information about the lexicon of the chapter of at-Tawba, efforts have been made to determine the meaning and richness of meaning expressed by the surah by compiling from main sources of Arabic language. At-Tawba is a rich surah in terms of containing examples of rhetoric. Many examples of the art of statement and bedî' are also presented in the surah. The most literary arts used in this surah; tasbih, metaphor, metaphor, allusion, secî, pun and reference. With this, the information obtained as a result of the analyzes shows that the chapter of Tawba is provided a better understanding. Peygamber (s.a.v) yöntemiyle İslam hükümlerini öğrenme kabiliyeti veren rabbimize hamd olsun. Hasın delaleti ve fıkhi hükümlerdeki sonuçları adındaki tezimiz, bir giriş, iki bölüm ve bir sonuçtan oluşmaktadır. Giriş kısmında konunun önemi, konunun seçilmesinin nedenleri, yöntemi, araştırma esnasında karşılaşılan zorlukları ve bu konu hakkında daha önce yapılan çalışmalar ele alınmıştır. Birinci bölümde usulcülere göre hasın durumu ve hükümlerdeki etkisi iki ana başlık altında ele alınmıştır. Birinci başlıkta hasın tanımı, şartları ve şekilleri örneklerle ele alınarak has, husus ve tahsis terimleri arasındaki fark açıklanmıştır. Buna ilave olarak âlimlerin tahsis ile nesih, takyid ile tahsis ve tahsis ile istisna arasındaki farklar hakkındaki görüşleri işlenmiştir. İkinci başlıkta ise, hasın delaleti, hükmü, fer’i konulara etkisi ele alınarak konuyla alakalı bazı kurallar açıklanmış ve hasın hükmü, delaleti ile ilgili etkiler ve bunun fürudaki ihtilafa yönelik yansımaları anlatılmıştır. İkinci bölüm, hasın alt başlıklarını ve bunlara terettüp eden konuları içermektedir. Bu da üç ana başlık altında ele alınmıştır. Birinci başlıkta mutlak ve mukayyedin durumları ve hükümlere delaletleri hakkında olup bunların tanımları, mutlakın mukayyede hamledilmesi ve bunlara bağlı olan hükümleri, mutlak ve mukayyedin has ile olan irtibatı ve netice olarak füru fıkhındaki ihtilaflar açısından bunlara terettüp eden hükümler ele alınmıştır. İkinci başlıkta, emrin mahiyeti ve fürua delaleti işlenmiştir. Bu minvalde emrin tanımı, kalıpları ve etkileri, kuralları, fevre ve ertelemenin cevazına delalet etmesi ve bunlara bağlı olarak füru fıkha etkisi ele alınmıştır. Üçüncü ve son başlıkta ise nehyin tanımı, sigası ve anlamları ele alınarak nehyin delaleti ve hükümlere etkisi ele alınmıştır. Daha sonra fevre ve devama delaleti, fesad ve butlanı gerektirmesi ve bu konuda mezheplerin ihtilafları, görüşleri ve bu ihtilafların füru fıkhındaki etkisi işlenmiştir. 'Aşûr'un et-Tahrîr ve't-Tenvîr'inde İştikāk BEDEVA, Abdullah ÖZET: Son dönemin önemli âlimlerinden biri olan ve birçok ilmî alanda temayüz eden Muhammed Tahir b. ‘Âşûr, farklı eserler kaleme almıştır. Bu eserler içerisinde en meşhuru 30 ciltlik geniş hacmiyle “et-Tahrîr ve’t-tenvîr” adlı Kur’ân tefsiridir. İbn ‘Âşûr bu tefsirini ansiklopedik bir yöntemle kaleme almış ve âyetleri birçok ilmî disiplin ışığında açıklamaya çalışmıştır. İbn ‘Âşûr âyetlerin anlam inceliklerini ortaya koyarken belağat, nahiv, sarf gibi dil ilimlerini de etkin kullanmıştır. İbn ‘Âşûr, tefsirinde kelime anlamlarının tespitine yönelik iştikāka çokça başvurmuş, özgün yaklaşımlar ortaya koyarak yorumlamalarda bulunmuş ve çoğu zaman âyetlerdeki anlam inceliklerini iştikāk yöntemiyle tespit etmiştir. İbn ‘Âşûr’un tefsirinin bu yönlerinden dolayı çalışmamızda onun iştikāk yaklaşımları ve bu yaklaşımlarının âyetlerin yorumlanmasındaki etkisi ele alınmıştır. Bu çalışma üç bölümde ele alınmıştır. Birinci bölümde araştırmanın ana konunusunun daha iyi anlaşılması için eser genel olarak dil açısından değerlendirilmiştir. İkinci bölümde ise genel anlamda iştikākın tanımı, kısımları ve anlama yansıması ele alındıktan sonra İbn ‘Âşûr’a göre iştikākın kısımları ve iştikākın tefsirdeki yansımaları incelenmiştir. Ancak İbn ‘Âşûr, eserinde teorik olarak iştikāk konusunu işlemediği için ona göre iştikākın kısımları ve kapsamı tefsirindeki iştikāk pratiklerinden hareketle ortaya konmuştur. Ayrıca tefsirindeki iştikāk uygulamlarının anlam yansımaları tespit edilmiş ve bu anlam yansımaları onlarda rol alan faktörler göz önünde bulundurularak tasnif edilip işlenmiştir. Böylelikle İbn ‘Âşûr’a özgü yaklaşımlar ve bu yaklaşımlardan doğan yorumlar ortaya konmaya çalışılmıştır.; ABSTRACT: Muhammad Tahir b. ‘Âshûr, who was one of the most important scholars of the recent period, authored several works. The most famous of these works is the Qur'anic interpretation titled “et-Tahrîr ve’t-tenvîr” (Registry and Explanation), which includes 30 volumes. Ibn ‘Ashur wrote this interpretation with an encyclopedic method and tried to explain the verses based on several scientific disciplines. Ibn ‘Ashur utilized lingual sciences such as rhetoric, syntax and grammar when explaining the subtleties of the verses effectively. Ibn ‘Ashur utilized predominantly etymology in determination the meanings of the words in his interpretation. Due to these characteristics of Ibn ‘Ashur's interpretation, the present study investigated his etymological approaches and the impact of these approaches on interpretation of the verses. The present study included three sections. In the first section, the language of the work was generally analyzed in order to better understand the main topic in the study. In the second section, initially the definition of etymology, its categories and its reflections on the meaning were discussed and the categories of etymology and its reflections on interpretation according to Ibn ‘Ashur were analyzed. However, since Ibn ‘Ashur did not address the topic of etymology theoretically in his work, the categories and the context of etymology were discussed based on his implementation in his work. Furthermore, the reflections of etymological applications on the meaning were determined in his interpretation and these were classified and recorded based on the factors that affected these applications. In the third section, the words that Ibn ‘Âshûr investigated etymologically in his work were analyzed and certain applications were presented in order to determine the method he adopted in his work. Thus, the approaches specific to Ibn ‘Ashur and the interpretations that arose from these approaches were addressed. For this purpose, the decision makers and authorities of the company were selected as the study group. In the study, the SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis and a hybrid model that uses SWOT and TOPSIS methods together were used to determine the factors that influence the decisions of the decision makers of the company in order to gain insight in what the company can do to reach a successful position in domestic and global markets. Since the number of statistical population of this research is limited, in order to complete the questionnaires, all members of the statistical society were selected as sample, of which 30 were determined. The results of the analysis showed that the strategies for the development of steel designs on the southern coast of the country and in the Basra region (Umm Qasr port) special region were ranked first. The basis for assessing the average scores of offensive strategies in the quantitative strategic planning matrix, the strategy for developing steel designs on the southern coast of the country and in the Basra region (Umm Qasr port) Special Area was selected as the best strategy for achieving competitive advantage.; ÖZET Bu çalışmanın ana amacı Erbil Çelik Firması’nın pazarlama alanında kullanabileceği en uygun stratejilerin belirlenmesidir. Bu amaç doğrultusunda Erbil Çelik Fabrikası’nda çalışan karar verici ve yetkililer araştırma grubu olarak seçilmiştir. Çalışmada SWOT (GZFT: Güçlü Yönler, Zaaflar, Fırsatlar ve Tehditler) analizi ile, SWOT ve Topsis yöntemlerini beraber kullanan bir hibrid model kullanılarak şirket idarecilerinin kararlarına etki eden faktörler tespit edilmiş, bu yolla şirketin yurt içi ve küresel pazarda başarılı şekilde yer alması ve satış yapması için neler yapılabileceği bilgisi elde edilmeğe çalışılmıştır. Bu araştırmadaki istatistiki popülasyonu oluşturan birey sayısı nispeten düşük olduğundan, istatistiki popülasyonun tüm üyeleri örnek grup olarak seçilerek, toplam 30 kişinin dağıtılan anketi doldurması sağlanmıştır. Yapılan analizlerin sonuçlarına ve niceliksel stratejik planlama matrisindeki daha agresif stratejilerin ortalama puanlarının değerlendirilmesine göre, ülkenin güneyinde ve Basra bölgesinde (Umm Qasr Limanı) çelik geliştirme yöntemlerinin geliştirilmesinin rekabette avantaj elde etmek için en etkili yöntem olacağı ortaya çıkmıştır.
